Code Enforcement Board meets

Monticello Code Enforcement Board met Tuesday afternoon at City Hall with Chairman
Rick Allen, and board members Sabrina Flynn and Tim Pyles present. Also
present were Code Enforcement Officer Jordan Crabtree, Mayor Kenny Catron, and City
Attorney Winter Huff.

Much of the meeting focused on twenty-one (21) property owners Officer Crabtree told
the board he has reached out to in an effort to address various violations of the city’s
ordinance governing those properties. Of those, seventeen (17) consist of
excessive weeds and/or grass. Officer Crabtree said he is making every effort to work
with the property owners to gain their voluntary cooperation to address violations versus
taking enforcement action, noting that in his short time on the job, he has contacted
multiple other property owners, and they promptly rectified any areas of concern.

Chairman Allen expressed frustration with some business locations, the majority of
which are on South Main Street, that still have not complied with the ordinance, despite
being notified several months ago of violations. Mayor Catron told the board that he
and Officer Crabtree will be working with those businesses that willfully remain out of
compliance, with enforcement action possible in the near future.

There was discussion concerning notifications of property owners who may receive a
Notice of Violation letter, or official citation. The board determined that the best
practice, in the majority of cases, for delivering official letters and citations will be via
Certified Mail. The board determined that in limited cases involving hostile property
owner(s), personal service by Officer Crabtree in the company of a Monticello Police
Officer would be a workable option.

The next Code Enforcement meeting with be September 9, 2025 at 4 PM at city hall.
