Wayne County Fiscal Court met in regular session Thursday evening at the Wayne
County Courthouse with Judge Executive Scott Gehring, all magistrates, County
Attorney Tom Simmons, and Deputy Judge Executive Peggy Coomer Baker present.
Magistrates agreed to advertise 1,100 feet of Timberlake Lane into the county road
system., then voted to adopt the following roads into the county road system: 425 foot
extension of Flynn Road, 980 feet of Della Win Spur Road, and 600 feet of Lynn Lane.
Magistrates agreed to accept a grant from the KY Department of Agriculture in the
amount of $1,146 to be used by the Wayne County Animal Control officer for future
Neuter/Spay clinics.
Deputy Judge Executive Peggy Coomer Baker presented the 2nd reading of the 2nd
budget amendment for Fiscal Year ‘25 to the court reflecting total unbudgeted receipts of
$359,980 and expenditures equaling the same amount.
Deputy Sheriff Denise Coomer Smith opened two bids for (2) 2025 Dodge Durango
Police Pursuit vehicles for the Wayne County Sheriff’s Office, one from Carville Dodge
totaling $88,000 delivered, and the other from Don Franklin totaling $84,754.
Magistrates voted unanimously to accept the lower bid, from the local Don Franklin
dealership. Deputy Smith next presented the 2025 budget with estimated receipts of
$1,086,600 and disbursements of $1,081,150 with excess fees of $5,450. The Sheriff’s
Office salary allotment for 2025 is $350,000 and the office will borrow the customary
$190,000 from the state treasury interest free until their tax commissions come in.
Finally, Smith presented an amendment to their Fiscal Year ‘24 budget reflecting
receipts $2,000 less and expenditures by $2,000. All magistrates voted to approved the
Sheriff’s financials as presented.
County Clerk Heather Morrow Piercy presented financials for her office. She ask to
amend her Fiscal Year 2024 budget reflecting an increase in receipts of $496,262 and
disbursements of the same amount. Fiscal Year 2025 salary allotment for Piercy’s office
is set at $330,000 with a total receipts budgeted at $6,062,202 with disbursements of
$6,011,662 leaving excess fees of $50,540. All magistrates voted to approved the Clerk’s
Office financials as presented.
Wayne County Jailer Ronnie Ellis ask magistrates for approval of the Detention Center
to accept a grant of $7,472 for training from the KY Association of Counties (KACo)
with a 20% match from the county. All voted in favor.
Wayne County EMS Director Sherwin “Bubby” Corder was given the green light by
magistrates to use a $10,000 grant from the KY Board of Emergency Medical Services
(KBEMS) to pay entry fee and text book costs for those wishing to attend Paramedic
training. In exchange, Corder said the recipients would be required to sign a 2-year
contract agreeing to work for Wayne County EMS upon successful completion of
Paramedic class.
Upon request of Judge Executive Gehring, the magistrates along with County Attorney
Tom Simmons entered into Executive Session to discuss possible litigation.
At Judge Executive Gehring’s request, Magistrates agreed to spend $25,492 in Opioid
Abatement funds for the Wayne County Middle School for HALO Smart Sensor Vape
Detectors in each of their 16 restrooms.
